James Carter is a principal and policy director with Navigators Global LLC who previously served in the White House as an Associate Director of the National Economic Council and then Deputy Assistant Secretary of the Treasury and Deputy Undersecretary of Labor for President George W. Bush. A former senior fellow with the America First Policy Institute, he was also an economist with the U.S. Congress’s Joint Economic Committee.
